FluentValidation is only used for declaring validation rules - it does not integrate with MVC's concept of model metadata as it is out of scope for this project. If you wanted the IsRequired property to automatically set when you declare an IsNull rule then you'd need to create a custom implementation of MVC's MetadataProvider that knows how to interrogate validation rules and search for an IsNull rule property.
